About the Projects

St. Thomas Educational Facilities Bundle 2

This initiative is part of the Office of Disaster Recovery’s efforts, funded by FEMA, to rebuild and modernize public infrastructure across the U.S. Virgin Islands. The project focuses on a comprehensive school bundle that includes new construction, modernization, and expansion of six school campuses and one administration building on St. Thomas. The goal is to create resilient, future-ready educational environments that meet the evolving needs of students and communities.

School Campus Summaries

Jane E. Tuitt Elementary School
Currently serving grades K–5, this campus consists of smaller buildings arranged around a central courtyard. The proposed redevelopment will serve students in prekindergarten through first grade and will reorganize spaces to foster collaborative learning environments and enhance student engagement.

Yvonne E. Milliner-Bowsky Elementary School​

This K–5 school features linear buildings forming two courtyards, complemented by modular additions. The updated design expands the campus to support students in prekindergarten through eighth grade, with key improvements such as new middle school learning suites, a gymnasium designed to double as a hurricane shelter and enhanced outdoor learning spaces.

Ivanna Eudora Kean High School
Serving ninth through 12th grades, the existing school is composed of rectangular buildings aligned linearly atop a hill. The modernization plan maintains the current grade levels while adding a new commons area and repurposing existing spaces to support a Career and Technical Education (CTE) magnet program.

E. Benjamin Oliver Elementary School​

Currently closed, this school previously served grades K–6. The campus features pod-like clusters of classrooms on a hill. The revitalized design will accommodate students in prekindergarten through eighth grades and includes middle school learning suites, reorganized collaborative learning spaces, and a new gymnasium that will function as a hurricane shelter.

Lockhart Elementary School

Now serving kindergarten through third grade in modular structures, Lockhart also houses the displaced student population from Addelita Cancryn School. The proposed redevelopment will expand the campus to serve grades PreK–8, introducing middle school learning suites and activating outdoor learning environments.

St. Thomas Administration Building​

The original building was destroyed during Hurricanes Irma and Maria and remains closed. The proposal includes relocation to a new site, with expanded facilities to house both district and state-level education offices.

Ulla F. Muller Elementary School

This project involves the complete demolition and reconstruction of Ulla F. Muller Elementary School. The new campus will accommodate up to 469 students within approximately 69,794 square feet of modern educational space. Redeveloped in phases, the new school will feature enhanced safety and functionality, including secure, spacious playfields set back from the main road, a new gymnasium, dining facilities, administrative offices, and classrooms.

St. Croix Education Bundle

Pearl B Larsen PreK-8

Pearl B. Larsen PreK–8 will serve the east end of St. Croix, located along East End Road outside Christiansted. The school follows the same campus model as Markoe and Andrews, with an administration building, two-story Small Learning Communities, and a Gymnasium/Commons. The site design also uses athletic fields along the roadway to buffer academic spaces and enhance campus safety.

Alfredo Andrews PreK–8

Andrews PreK–8 will serve central St. Croix and follows the same campus model as Markoe, featuring an administration building, two-story Small Learning Communities, and a combined Gymnasium/Commons. The layout similarly places academic buildings away from the primary roadway, with athletic fields along the frontage to improve safety and site efficiency.

Alexander Henderson PreK–8 School

Henderson PreK–8 will be a new Fine Arts Magnet campus designed to feed into St. Croix Central High School. The program includes a new administration building, three-story Small Learning Communities, and a Gymnasium/Commons. The campus will also include outdoor learning spaces that support arts programming and collaborative learning.

Claude O. Markoe PreK–8

Markoe PreK–8 is a new comprehensive campus serving the west end of St. Croix near the Christiansted Bypass and Frederiksted. The campus design organizes buildings in a checkerboard pattern that creates vibrant “Big Yards” to encourage activity and exploration. To enhance safety and site functionality, academic buildings are positioned away from the main road, with athletic fields placed along the frontage to create a buffer. The program includes an administration building, two-story Small Learning Communities, and a Gymnasium/Commons.

St. Croix Administrative Center

The U.S. Virgin Islands Department of Education (VIDE) is developing the St. Croix District Administrative Offices and Warehouse Facility at 24/25 Diamond in St. Croix, USVI. The project includes construction of a new 45,000 GSF administrative office building and renovation of a 35,000 GSF warehouse to support district operations and food distribution programs.

The project will include assessments and upgrades to existing building systems, utilities, and site infrastructure, along with improvements to support resiliency and compliance with USDA requirements for school nutrition and food assistance programs. Site improvements will also include evaluation of site suitability for the new administrative facility and enhancements such as additional parking and circulation.

PUBLIC NOTICE

Our team is requesting proposals for all scopes of work based on a GMP set (60% CD design set) for the construction of Ivonne E. Milliner-Bowsky Elementary School and Schematic Pricing for Lockhart Elementary School.

The Request for Proposals (RFP) solicitation is anticipated to be released on or around the week of June 1, 2026. Subcontract bid due dates and additional project information will be included within the official solicitation.
